All construction projects must have appropriate permits to ensure compliance with adopted codes. Failure to obtain the appropriate permits may result in a loss of value of property, denial of insurance coverage, or difficulty selling the property. A property that is not up to code my be required to be brought to code before sale.

Permitting Process

Building Permits

Single-family residential permits will be issued to contractors licensed by either the South Carolina Residential Builders Commission or the South Carolina Licensing Board for Contractors. Single-family permits can be issued to the homeowner if they own and currently occupy the home.

Commercial

Commercial projects exceeding $5,000 in valuation must be performed by a contractor that has obtained a General Contractor's license from the South Carolina Contractors Licensing Board.

For projects under $5,000 in valuation, work may be performed by a contractor licensed by the Residential Builders Commission.

Electrical, Plumbing, & Mechanical

These trades require a South Carolina Mechanical Contractors license issued by the South Carolina Contractor's Licensing Board regardless of the project amount.

Grading

1.	Complete a Building Permit Application.

2.	Complete a Business License Application.

3.	Plans may be submitted by the licensed contractor who will be performing the work. Building Standards can also accept plans from project's architect or engineer if they pay a Plan Review Fee equal to half of the permit fee.

4.	Submit a building permit application and 2 complete sets of construction documents for review. Residential plans should be 11 x 17. Commercial plans must be submitted for review in printed form with a PDF drawing provided before permit is issued. Sprinkler system specification sheet should be included in plans for buildings equipped with Automatic Sprinklers. 5.	Verification of flood plain status and submital of necessary documentation.

6.	Site plan approval by the Department of Planning and Development.

7.	Site plan approval by the Engineering Department (if applicable).

8.	Construction document and Contractor Licensing approval by the Building Standards Department.

9.	Permit is issued.

A Site Plan for the project must be submitted and must be approved by the Department of Planning and Development. Room Additions also require the Room Addition Information Sheet to be filled out and submitted to the Building Standards Department. The installation of roof top mounted solar panels and or upgrades to structural roofing components, must be done by a South Carolina licensed residential contractor, SC licensed Specialty contractor with a roofer classification or SC licensed General contractor with a specialty roofing or general roofing classification. The connecting of the electrical components of solar systems must be done by a SC licensed builder, SC licensed residential electrical contractor or SC Licensed commercial Electrical contractor. Include a roof layout, racking design, line diagram with conductor sizing, location of associated equipment, electrical load calculations, and specification sheets for all equipment. Signs require a zoning review to be completed by the Department of Planning and Development.All signs must comply with the Zoning Ordinance, the Standard Building Code, and the National Electrical Code. Inspection of signs is required.If a sign is illuminated an electrical permit is must be obtained. Grading projects require the prior approval of the Department of Planning and Development and the Engineering Department. Electrical, Plumbing, Gas and Mechanical Permits: All new installations and repair work require a permit. Minor repairs can be made to these systems without a permit as determined by the Building Official. All permits must be obtained prior to commencement of work to avoid penalty fees.
