COMMERCIAL INSPECTIONS

After receiving permit documentation, the Building Permit placard must be placed in a conspicuous place visible from the street and shall be protected from damage and the elements.  Placards may be concealed in the permit/plans box if the project street address is readily visible from the street.  A complete set of building plans will be maintained in a permit/plans box on site for the duration of the project.  Inspection results will be placed in the permit/plans box by the inspector.  Inspections will not be performed where Permit Placards or addresses are not posted where visible from the street.

All work must comply with the minimum requirements as adopted by the State of South Carolina and other applicable standards. The General Contractor, Residential Builder, Project Manager, or person responsible for the work may request the inspection. Before scheduling an inspection, make certain that the work is complete.   A permit representative may be present for the inspection or make arrangements for the inspectors’ access to the property. Work incomplete, no access to property for a scheduled inspection, or failure to remedy items on a correction notice, will result in a $25 re-inspect fee due before another inspection is scheduled.

All required inspections as applicable shall be performed in order to obtain a Certificate of Occupancy.  Inhabiting a structure without a Certificate of Occupancy is unlawful and is subject to penalty as is outlined in the CONA ordinance.

• Erosion control: To be performed when silt fence, construction entrance and other items required by the site plan are in place.  Erosion control measures must be maintained throughout the project.  To schedule an inspection contact the Stormwater Department at 803-441-4246.

• Engineering inspection: To be performed during the installation of underground infrastructure.  To schedule an inspections call 803-474-2922.

• Footing: To be performed after excavation performed, forms in place and reinforcing steel is secured in place, prior to pouring concrete.

• Foundation: To be performed after walls, piers, and forms are in place.  First floor framing for crawl space structures shall be in place.  Preliminary flood plain certificate shall be presented at this time as well, if applicable.

• Underground mechanical: To be performed after any plumbing or electrical components are to be concealed under earth or concrete are installed and before they are covered up.

• Framing: To be preformed after all framing is in place and roof is installed.

• Rough-in: To be performed after all Plumbing, Electrical, Mechanical and Gas materials that will be concealed in walls floors or ceilings is installed. Sealing of penetrations through combustible membranes and framing member shall be done at this time as well.
• Insulation: All insulation shall be in place, ignition barrier applied where applicable, and air barrier complete.  

• Utility inspection: Electrical devices, equipment, panels and cover plates are in place.  Gas equipment is installed, complete with exhaust, shut off valves, and other components to create a ready-to-operate condition.  Gas lines should be pressurized to code minimum.

• Landscape inspection: To be performed when landscaping is complete. Schedule with Planning and Zoning at 803-441-4221.

• Driveway/sidewalk inspection: To be performed when form boards are in place and before concrete is poured.  Schedule with Engineering 803-474-2922.

• Engineering and Storm water final inspection: To be performed when all site components are installed and complete.
• Elevator inspection performed by SCLLR and certification provided before final inspection. SCLLR Office of Elevators and Amusement Rides (803) 896-7630.
• Duct tightness test: Performed by qualified party before building final and test results provided for systems with forced air provided over 3 inches water column.

• Kitchen exhaust: Duct work to be inspected with light test before wrapping with fire blanket.  Hood test to be completed and documentation provided prior to final inspection.
• Exhaust Hood fire suppression: All equipment associated with the kitchen hood to be inspected to function per Mechanical code and Fire code standards.  Certification provide upon completion.

• Fire Alarm: To be inspected when all devices are complete and system is programmed to contact Public Safety through a monitoring company within 90 seconds.  Documentation shall be provided before Final inspection.

• Automatic Sprinkler System: Sprinkler system piping is required to be inspected before being concealed.  Sprinkler testing to be performed and documentation provided before Final Inspection.
• Boiler certification is required for hot water pressure vessels over 200,000 BTU. Inspection and certification provide by state boiler inspector. SCLLR Boiler Safety Program (803) 896-5171.

• Bacteriological test: Test results from a certified third party shall be provided before final inspection.
• Backflow device testing documentation to be provided for all devices
• Flood Plain documentation from Engineer/Surveyor provided before final inspection where applicable

• Final inspection: To be performed when all trades are complete, construction debris is removed, and the building is ready to be occupied.
